
Since land inheritance isn't permanent,
even if a Duke's family members can't get appointed as managers,
after a few decades, they become mere non-landlord lords, their lineage dwindles, and they get wiped out.
Even if they conquer individually, when the person dies, the king eats it all and sends his own manager, so they can't grow.
Well-known families get appointment bonuses, but you still need a decent amount of piety to get appointed.
If you don't have land, you have to go around the civil service exams stacking up piety and getting promoted, but NPCs don't do that.
There are few official positions but tons of competitors, so even if you pass the exam, you just live as a scholar and die.
It's like the unintended implementation of 'if you don't hold a position for 3 generations, you're not a noble'.
