[Breaking] Two men in their 20s booked for firing arrow near woman in Cheongju... Summons issued

Individual 'A' and another are suspected of firing an archery arrow near a woman in her 50s ('B') who was taking a walk at Cheongju Youth Plaza on the 7th at around 11:40 PM. Investigations show they shot the arrow from a distance of about 70m, and it landed in a flower bed in the plaza about 2m away from B. The arrow was reportedly about 80cm long with a metal tip used for archery.
After receiving B's report, police identified A and the others through nearby CCTV and tracked their movements to their homes. However, they were not found, so summons have been issued. While police investigate the lethality of the arrow and whether they intentionally targeted B, they plan to apply for arrest warrants if the suspects refuse to comply with the summons.

I'm seriously curious what their motive was. This needs a quick investigation.
