Japan's current state of power struggle over bear hunting



Starving winter bears are roaming around, but Japanese hunters are on strike, so the Self-Defense Forces (JSDF) are being sent in as subs. But 'Fun-Cool-Sexy' (the Minister) is opposing it. Looking at the reason, local governments aren't giving JSDF members real guns because they're afraid of stray bullets hitting people; instead, they're handing out wooden model guns and telling them to go catch bears. Just give them a knife at that point... Since the bears are roaming around hungry, is this just a plan to serve up JSDF soldiers as bear snacks?
