Before leaving the house, I wash my hands, put a tiny bit of body oil on my wet hands like it's hand cream and let it absorb (you can rinse with water again or not, absorption is key). Then, I pat my hands dry, apply hand cream on top, and head out. Even if I wash my hands outside, they don't get as dry.
