They belong to the Federal Security Service (FSB), not the Ministry of Defense. They're basically a quasi-military organization, but the concept is slightly different. Deploying huge armies right on the border like on the Korean Peninsula is kinda unique globally. Usually, if you put soldiers on the border, neighbors get triggered like, 'Yo, you wanna go to war?' That's why border security is handled by these guard units, not regular soldiers. The US runs its border guards under Customs too... Anyway, a border guard unit—not regular army, but close—invaded a neighbor's border... I'm really curious about their motives.
