The 4th Bureau is different from others; they handle 'irregular special' audits. They go in to beat you down because they 'already have charges.' It's basically a special prosecutor squad. They raid places where they've already secured 'internal data' from whistleblowers or 'already finished confirming' tax evasion. The media doesn't call them the 'Grim Reapers' for nothing. Samsung shows up when told, Meta's Lizard Man shows up, Bill Gates has to go if called, even the high-and-mighty Apple goes, and Tony Stark would have to go if they called him.
