Prosecutors investigating the 'Private Education Cartel' between school teachers and private academies have mass-indicted dozens of people.
This list includes famous tutors like Hyun Woo-jin and Jo Jeong-sik.

So-called 'Star Tutors' Hyun Woo-jin and Jo Jeong-sik have been handed over to trial for their involvement in the 'Private Education Cartel.'

They were found to have paid active teachersโwho were involved in writing EBS textbooks or CSAT mock examsโin exchange for questions.
In Jo's case, the investigation revealed he even requested questions before the EBS textbooks were officially published.

Prosecutors indicted 11 private education officials, including the two tutors, on charges of violating the Anti-Graft Act through illegal question trading.
35 current and former teachers who provided the questions were also sent to trial.

Among them, some active teachers reportedly signed exclusive contracts with private academies to sell questions repeatedly.
It was also reported that some teachers were selling questions while simultaneously serving on the actual CSAT exam-setting committee.

This long-running underground 'Private Education Cartel' was busted when a passage in the 2023 CSAT English section was found to be identical to a question in Jo's mock exam.
Controversy erupted over whether it was a 'miraculous coincidence' or a leak. An investigation by the Board of Audit and Inspection confirmed the trade, sparking a full-scale probe.

Police initially sent 100 people, including 72 teachers, to the prosecution in April.
After a supplementary investigation, prosecutors decided to bring 46 of them to trial.
"The community is shook by the indictment of the industry's biggest stars. While some users are explaining that this 'cartel' usually involves trading mock exam questions for marketing hype rather than leaking the actual CSAT, others are calling for strict punishment like stripping teachers of their pensions."
