Bloomberg reports that Rubio has been tasked with taking care of all matters concerning Venezuela. He will coordinate all contacts with the new government, oil companies and U.S. allies.
Rubio won't rule directly, but will pressure change through an oil blockade.

Secretary of State Marco Rubio suggested on Sunday that the U.S. has no plans to rule Venezuela directly, appearing to contradict President Trump's statements. Instead, he plans to drive policy change by pressuring the oil industry. Former President Maduro is currently held in a Brooklyn prison.

Rubio: 'We don't need Venezuela's oil. The U.S. is oil-rich. What we cannot tolerate is the Venezuelan oil industry being controlled by adversaries of the United States.'
President Trump stated that Venezuela will be governed by high-ranking U.S. officials for the time being, with Secretary of State Rubio and Defense Secretary Pete Hegseth expected to take lead roles.
"The gallery is having a field day memeing about American imperialism, throwing around historical colonial titles like 'Viceroy' and 'Reichskommissariat', while some are questioning if Bloomberg is just posting bait."
