Googled it and turns out Kibi Dango actually is a Busan specialty.

Seeing how people of all ages seem to know it, it's definitely a local legend in those neighborhoods.
Based on my friend's testimony and Google, I've reached a conclusion.

If you're from the southwest side of Busan like Jagalchi, Nampo-dong, Sinpyeong, or Jangnim, there's a high chance you know Kibi Dango. I was born in Dong-gu and raised in Nam-gu, so I never saw it in my hood. %Note% That 'soaked mixed kimbap' that pops up as a Busan specialty sometimes? That's strictly limited to one specific snack shop in Yeongdo. It's not a city-wide thing.
