No idea why. A huge section from Uiwang to Gwacheon is basically a parking lot. Looks like the worst in the whole country right now.
Saw on DCInside that it's because cars are stuck on the downhill from Uiwang Tunnel to Uiwang Tollgate due to icy roads, and people are abandoning their cars. Apparently, some cars are managing to weave through, so the ones you see passing are those.
This really shows how important winter tires are.
