Back in 2008, 2ch basement dwellers made her as a fake character for an April Fool's troll, but when Teto was ported to the free voice synthesis tool Utau...
Nico Nico and Western fans played around making songs with her. Her voice tone is closer to the mid-low range compared to high-pitched Miku.
Her early design, fitting for a Miku derivative, featured a sleeveless top and a skirt. Since she was free, the mechanical sound was rough and she had plenty of polarizing aspects, so she was just a Vocaloid people used for kicks...
Then suddenly 15 years later, in 2023, she got officially installed into Synthesizer V, created by the Chinese Big Bros (Da Ge). She ditched the early sleeveless look and came out wearing a clean uniform. After being treated like a free, gratingly mechanical bitch all that time, she came back as an AI vocal that sounds more human than an actual singer. (UTAU vs Synthesizer V comparison video)
Following that, the V2 version was released in the second half of this year, and she is widely used by many Vocaloid producers.

She's even included in the derivative character section of the official rhythm game.
