Japan shut down all nuclear plants after the Fukushima disaster 15 years ago and tried to phase out nuclear power. But since thermal power couldn't fill the gap, they backtracked and started pushing for restarts.
However, it was revealed 6 years late that Chubu Electric manipulated seismic design data to get a favorable result during the restart review. To make things worse, that plant (Hamaoka) is located right on the Nankai Trough, making it the perfect setting for a '2011 Fukushima Returns' scenario.
Naturally, the restart review was stopped immediately. These guys blew up a reactor once because they were too cheap to do it right, and they still haven't learned their lesson?
