China's rare earth export restrictions are considered the economic retaliation measure Japan has been most wary of since the deterioration of Japan-China relations. According to the Ministry of Economy, Trade and Industry, Japan's dependence on Chinese rare earths dropped from 85% in 2009 to 58% in 2020, but it remains high.
